I've called AC several times, horses still with no hay, severely lame?

i really think that you should educate yourself a little more on what a starving horse looks like. I do agree that the gray looks to have an issue with one of the front legs. But there are horses out there that do have issues like that. Being outside and getting fresh air, exercise is a lot better than being locked up in a stall and not being able to get out and around. I am sure that the horses in question are on a regular feeding program. Otherwise they would not look as well fed and happy as they do. All horses if left outside in the snow will paw to see what gr is there, it is the natural thing to do. Also whether starved or not horses will also chew at anything that is the least bit interesting, like a trailer, truck, my hat, the cats tail. If you came to my door and threatened to call the "food police" on me because I had a big round bale locked up in my round pen, I would tell you to mind your own business. These horses looked cared for,are not starved etc etc...If it bothers you to see them, then find an alternate route home, or look the other way when driving by there.
