Im a qualified insulation installer and want to byp these companies that like ripping their workers off?

my question is how do i get my hands on the government green book that $1200 rebate is linked to, cause as a sub-contractor i can do the lot from quotes to inspecting to installing and finalising paper work all so the company has to do is send the paper work that i get organised into the government for their $1200 rebate cheque, now i think this is very unfair on someone like myself just trying to make something of themselves done all the right things but still getting penalised so how to get one of these green books and a quote book of my own is my final question thanks for being patient with my whinge but have to get it out so frustrating knowing how much companies make behind subbys backs i want a stop to it can anyone help me and subbys around the country cheers
