Is it possible for me to be a mangaka (even though Im not japanese)?

well I can't really dis-close everything about myself on internet sorry,but all I can say that Im not a Japanese person,also that I have been watching anime ever scince I was 3 years old and that I simply love reading manga! I have dream on becoming a Anime production artist,you know the people who gives Idea and draw anime character to the producer of a anime series and get paid for it.and then If I can save enough money then maybe I can creat my very own manga series! and trust me!,this is something that I want from the bottom of my heart! but there are lots of things that is holding me back from doing so. like for example,my mom is damn scared to send me to japan after she saw what happed to japan from the earthquake + tsunami destroying everything,the secound problem is that I told them at first I want to become a doctor but now I think I won't be much happy with being one cause even If I be one then that is only for the sake of my parents (to keep THEM happy) and now I don't want to break their heart... because I love biology,but I hate chemistry and physics! I don't know what to do..
